EU PID Rollout Includes Transition Period Expected to Last Until Early 2027
According to the latest notice issued by FedEx on October 27, 2026, the European Commission has asked Member States to take a pragmatic, cooperative approach during the transition period following the introduction of PID requirements to minimize trade disruption. The transition period is currently expected to end in early 2027.
This arrangement takes into account the difficulties businesses may face in preparing product identifiers and updating their data systems. FedEx said it would adopt temporary measures when PIDs are missing to support this approach, while advising customers to continue preparing and providing PID information for applicable shipments.
What do the transitional arrangements cover?
According to the FedEx notice, November 1, 2026 remains the implementation date for PID requirements, while the transitional arrangements concern enforcement after that date. The notice does not specify an exact deadline in early 2027 or explain how each Member State will handle every type of missing data.
The requirements apply to imported shipments sold through distance sales with an intrinsic value not exceeding EUR 150, primarily involving goods sold and shipped by Chinese sellers to EU consumers through platforms or independent online stores.
The European Commission's publicly available Guidance for Member States and Trade is still marked as the October 5, 2026 version. Chapter 8 of that version sets out the scope of PID requirements and the November 1 implementation date. The transitional arrangements now expected to continue until early 2027 are based on the latest FedEx notice and its official information page.
What have DHL and UPS published so far?
| Carrier | Official information found during this review |
|---|---|
| FedEx | Reports that the European Commission has asked Member States to adopt a transitional enforcement approach, expected to continue until early 2027; temporary measures will be applied when PIDs are missing |
| DHL | Its PID information page states that, from November 1, PIDs must be provided for each item in B2C distance-sales import shipments with an intrinsic value not exceeding EUR 150; complete and valid information must be provided when creating shipping documents |
| UPS | Its mainland China website states that merchant and manufacturer PIDs are required for non-exempt goods from October 25; missing information may prevent system validation and shipment processing |
This review found no statement on the above public DHL and UPS pages matching the FedEx announcement that the transition period is expected to last until early 2027. When shipping through these two carriers, continue preparing information in line with their current shipping documentation requirements.
DHL's currently published scope explicitly covers shipments with a value not exceeding EUR 150. The DHL page cited in earlier reporting covered B2C e-commerce shipments regardless of value. When preparing shipments, follow the current page and the requirements of the actual shipping service used.
Sellers should continue preparing PIDs for each product
Continue providing PIDs that have already been compiled. For products with missing information, obtain the details from the manufacturer or supplier and confirm that the shipping documentation system can accept the corresponding fields.
PIDs include the merchant product identifier M-PID, the non-standardized manufacturer product identifier NS-PID, and any existing standardized manufacturer product identifier S-PID. Common examples include platform product IDs, manufacturer model or part numbers, and codes such as EAN, UPC, GTIN, and ISBN. If a parcel contains multiple different products, provide the corresponding information for each one.
